OUR PROGRESS
Eight Months of Service. Real Work Underway.
When Jodi Slaughter joined the Norfolk School Board, she came ready to work.
In her first eight months, Jodi has helped make consequential decisions affecting students, educators, school safety, school facilities, and the long-term future of Norfolk Public Schools.
Some decisions have meant investing additional resources directly in students and educators. Others have been required to confront difficult realities about enrollment, aging facilities, and the long-term financial sustainability of the school division.
Through it all, Jodi's approach remains the same: listen carefully, ask thoughtful questions, use public resources responsibly, and keep students at the center of every decision.
Here are some ways commitment is being put into action.
INVESTING IN STUDENT SUCCESS
COMPLETED & ONGOING
Strong schools begin with strong investments in teaching and learning.
During Jodi's first months on the School Board, Norfolk Public Schools continued to invest in summer learning, tutoring, instructional resources, and services for students with disabilities.
These investments are especially important as the school division transitions away from federal pandemic-relief funding while working to preserve critical supports for students.
$8.5 Million for Tutoring
Funding supports in-school and after-school tutoring for elementary and middle school students, providing additional academic assistance to students who need it.
$1.6 Million for Instructional Software
Investments in curriculum-based instructional tools provide teachers and students with additional resources to support classroom learning.
Continued Summer Learning
Additional funding supports summer school programming and helps preserve important learning opportunities as Norfolk Public Schools transitions away from federal ESSER funding.
Strengthening Special Education
Additional resources support instructional and related services for students with disabilities across Norfolk Public Schools.

Every student deserves to learn in a school that is safe, supportive, and equipped for success.
During Jodi's first months in office, Norfolk Public Schools has continued investments in school security, behavioral and social-emotional supports, building improvements, transportation, and major capital projects.
Strenthening School Security
The FY2026–27 budget adds three security officers to elementary schools and continues investment in improvements to school security cameras.

RESPONSIBLE STEWARDSHIP
COMPLETED & IN PROGRESS
School Board members are entrusted with decisions involving hundreds of millions of public dollars and the education of thousands of Norfolk students.
Jodi takes that responsibility seriously.
Her first months in office have come during an important period of financial transition for Norfolk Public Schools—including the expiration of federal ESSER funding, increasing operating costs, staffing challenges, changing enrollment, and significant needs within an aging portfolio of school buildings.
Responsible leadership means investing in today's students while also making the difficult decisions necessary to strengthen Norfolk Public Schools for the future.
COMPLETED
On March 18, 2026, Jodi voted YES to advance the Norfolk Public Schools FY2026–27 operating budget.
The budget supports investments in students, educators, instructional services, school safety, transportation, student support services, and school facilities.
The Budget Includes:
$472 Million
General Fund supporting the day-to-day operations of Norfolk Public Schools.
$94.5 Million

MAKING DIFFICULT DECISIONS FOR THE FUTURE
IN PROGRESS
Leadership is not only about supporting the easy decisions.
Sometimes it means confronting difficult realities and making choices today that help position Norfolk Public Schools for a stronger future.
Jodi voted in support of Norfolk Public Schools' long-term school consolidation strategy, a difficult but necessary step toward better aligning school facilities with changing enrollment, building conditions, and available resources for educating students.
Norfolk Public Schools has experienced a sustained decline in enrollment while continuing to operate an aging portfolio of school buildings. The division's long-range strategy is designed to reduce underutilization, transition students to stronger learning environments, concentrate investments in fewer, better-utilized facilities, and direct resources more effectively to students and classrooms.

LEADERSHIP MEANS MAKING DECISIONS
Jodi didn't seek a seat on the Norfolk School Board simply to attend meetings.
She ran to serve.
In her first eight months, that service has required voting on budgets, investing in educators and students, strengthening school safety and student supports, addressing aging facilities, and making difficult decisions about the future footprint of Norfolk Public Schools.
There is still much more to do.
